Laravel 13 needs PHP 8.3 or newer, but several packages it uses need **PHP 8.4.1+**. On cPanel choose it under MultiPHP Manager, and turn on the intl, gd, mbstring, pdo_mysql, fileinfo and zip extensions under Select PHP Version.

Check from the terminal with php -v — the command line can use a different version from the website.
